Who We Are
Our foundation operates under the guidance of a six-member Council of Administrators. Three members are appointed by the government, while the Archdiocese of Malta selects the other three. To maintain a harmonious balance in the foundation’s objectives, the role of the chairperson rotates every two years. In March 2024, a new Council was appointed. His Excellency, Ambassador Roberto Buontempo took the role of Chairperson. Meanwhile, Mr Dominic Sciberras occupies the role of the Secretary General, and Ms Rose-Anne Abdilla is now the treasurer. Other members of the Council are Dr Yanika Vidal, Dr Frank Psaila and Mr Mark Cachia.While the Council directs the foundation’s overarching policies, the day-to-day operations are managed by our dedicated Chief Executive.
At the helm of the Foundation for Affordable Housing, we find Dr. Jake Azzopardi. Trained as a lawyer, he played a role in the design of the 2020 Act on Private Residential Rent and the 2021 rent reforms. In the public sector, he contributed to several housing programmes that benefited many Maltese and Gozitan citizens. Dr. Azzopardi also has extensive research experience, being an integral part of the 2022 study on the country's National Living Income. Before joining FAH, he served as a political consultant in the European Parliament and reported on social issues as a journalist.
The Foundation established its investment committee which will administer the first major initiatives of the Foundation with a view to the organisation’s long-term growth.The committee is composed of members who bring significant experience in the banking and financial sectors.
